this doesn't sound right, especially since you said that you had connected pin 2 and pin 9 on the debug connector together. Expected voltage should be 3.3V (same as supply voltage). Pin 2 is the target voltage sense signal and determines the output voltage from the level converters on the CC Debugger. If you see 2 V on DC/DD/Reset, this indicates that the debugger sees the wrong voltage level.
Verify the cable you're using between the debugger and your target board.
