My Bad - we answered our own question and it was probably my fault for not explaining the test set up correctly.
The test setup loaded the balun excessively thus the limit was coming from the CC1101 PA - Our fault.
I want to thank you for your insights and help in solving this problem. Chalk another issue up to the user not reading the manual.
