So, what I need to do is:

1. First time I need to pair the devices to exchange Identity Resolving Key (IRK).

2. Close the connection

2. Now, doing the Advertising and Scanning, filtering the addresses using the IRK to resolve the address is possible.

Question: Does the IRK have an expire time? Is it valid after power-cycling the devices?
