When we qualify our stack, a test house uses a Bluetooth Tester (example Rohde & Schwarz) to run through the test cases and verify that we follow the core specification.
We do attend to several IOP (interoperability test) events yearly where we test towards other Bluetooth low energy solutions but that's usually profile specific or function specific based on the theme of the IOP. So we test towards other products although this is during development phases for certain use cases and scenarios. There is no official list of the devices tested against.
As CC2540/41 has been fully qualified, they (should) work with any other Bluetooth low energy device that also has been qualified.
