Jeffery, I am trying to solve this same issue. Just got my S4 yesterday. I've applied to get the BLE SDK from Samsung, but I have not yet been emailed a link. If you send me a link where I can download the Samsung SDK, I will take a look at the code and see if I can figure out what the issue is. I really want to get this resolved!
